भारत की कम्युनिस्ट पार्टी (मार्क्सवादी) का चरित्र बन चुका हैं भ्रष्टाचार। भ्रष्टाचार बन गया हैं माकपा का शिष्टाचार। परत दर परत माकपा के भ्रष्टाचार की पोल खुल रही हैं। पश्चिम बंगाल, केरल, त्रिपुरा जहां माकपा सत्ता में हैं घोटालों का अंतहीन सिलसिला जारी हैं। आज के समाचार-पत्रों में यह खबर प्रमुखता से प्रकाशित हुई है कि सीबीआई ने भ्रष्टाचार के एक मामले में मार्क्सवादी कम्युनिस्ट पार्टी (माकपा) की केरल इकाई के राज्य सचिव व पूर्व मंत्री पिनारई विजयन के खिलाफ आरोप पत्र दायर करने की पूरी तैयारी कर ली है। विजयन पर आरोप है कि वर्ष 1997 में उन्होंने एक कनाडियाई कंपनी को ठेका देने के एवज में पैसे लिए थे। उल्लेखनीय है कि गत वर्ष भी माकपा मुखपत्र देशाभिमानी पर एक फरार लाटरी माफिया सांतियागो मार्टिन से दो करोड़ रुपए लेने का खुलासा हुआ था। पिनरई गुट के वरिष्ठ नेता जयराजन देशाभिमानी के महाप्रबंधक हैं और पिनरई के पक्के अनुयायी हैं। इसके पहले केरल के कम्युनिस्ट नेताओं ने शराब माफिया से धन लिया। कुछ दिनों पहले कोलम और तिरुअनंतपुरम् में शराब से हुई मौतों के बारे में जांच कर रहे न्यायमूर्ति वी.पी. मोहनकुमार आयोग ने तीन प्रमुख कम्युनिस्ट नेताओं को इस कांड में आरोपी पाया। ये नेता हैं- श्रीमती भार्गवी थंकाप्पन (भाकपा), कड़कमपल्ली सुरेन्द्रम् और एम. सत्यनेसन (माकपा)। जांच आयोग की रपट के अनुसार इन तीनों ने शराब व्यापारी मणिकन से भारी मात्रा में धन लेकर उसे लाभ पहुंचाया।

केंद्रीय जांच ब्यूरो (सीबीआई) ने 12 साल पुराने भ्रष्टाचार के एक मामले में मार्क्सवादी कम्युनिस्ट पार्टी (माकपा) की केरल इकाई के वरिष्ठ नेता व पूर्व मंत्री पिनारई विजयन के खिलाफ आरोप पत्र दायर करने की पूरी तैयारी कर ली है।
विजयन पर आरोप है कि वर्ष 1997 में उन्होंने एक कनाडियाई कंपनी को ठेका देने के एवज में पैसे लिए थे।
सीबीआई के एक वरिष्ठ अधिकारी ने बताया, “राज्यपाल की संस्तुति के बाद केरल उच्च न्यायालय में आरोप पत्र दाखिल किए जाने की उम्मीद है।” उन्होंने कहा कि आरोपी यदि मंत्री या पूर्व मंत्री है तो नियमानुसार राज्यपाल की संस्तुति लेना अनिवार्य है।
सीबीआई ने बुधवार को उच्च न्यायालय में मामले की जांच से जुड़ी रिपोर्ट पेश की। इस रिपोर्ट को सीबीआई की अदालत में भी पेश किया गया। अदालत ने पिछले साल सितम्बर महीने में सीबीआई को चार महीने में जांच पूरी कर लेने का निर्देश दिया था।

CBI finds Pinarayi guilty in Lavalin scam, moralistic CPM yet to act

NEW DELHI: CPM’s cultivated ‘holier than thou’ image was blown to smithereens on Wednesday when the CBI implicated polit bureau member and Kerala
unit secretary Pinarayi Vijayan in the multi-crore SNC Lavalin case. The CPM, which goes off the collective rocker and demand resignations when rival politicians are confronted with similar situations, was silent on the action it proposes against the powerful party leader.
The CBI, which filed a progress report on the investigations in the case in the Kerala high court, has named Mr Vijayan, who was the state’s power minister, as the ninth accused in the case. The CBI has sought the governor’s permission to file a chargesheet that accuses Mr Vijayan and 10 others, including some officials, of receiving kickbacks for allotting a contract to the Canadian firm in 1997.
The Comptroller and Auditor General of India had found irregularities in the contract with SNC Lavalin of Canada for renovation and modernisation of the Pallivassal, Chengulam and Panniyar hydro-electric projects in Idukki district. Mr Vijayan had played the lead role in reworking the deal signed between KSEB and SNC Lavalin.
He had led a high-level official team to Montreal to revise the Lavalin contract. The consultancy contract was expanded to include a supply contract for procuring equipment. While the consultancy fee remained unaltered, the government committed an additional Rs 149.15 crore for buying equipment.
The Kerala government team had also negotiated a sub-deal with the company. Lavalin committed itself to mobilise Rs.98.3 crore for a party controlled cancer hospital in north Kerala. But the company paid only Rs 9 crore to the hospital.
CAG reported that the entire Rs 374.50 crore spent on the renewal projects went down the drain as the company did not complete the renewal process. Officials say that while replaced equipment have become unserviceable, not an extra megawatt of power is being generated from the three hydroelectric projects.
The timing of the chargesheet cannot but be discomforting for the Communists. While it will incapacitate it from taking up probity related issues, it has given the Congress a handle to beat the Left in Kerala.
But there will be one section in CPM rejoicing over the troubles confronting Mr Vijayan: The loyalists of chief minister V S Achuthanandan. The corruption case against Pinarayi will considerably demoralise his camp followers. Incidentally, the state Cabinet is dominated by Pinarayi’s men.
CPM will find it difficult to fend off demands for removing Vijayan from the top post. It was only last week that the party suspended one of its MPs for arguing the need for a robust development agenda and a hassle-free atmosphere. The MP had said the party should emulate Gujarat chief minister Narendra Modi’s development agenda.
